If you are a Leaseholder of one of the flats in Lincoln on Fairfax Street or Willow Tree Close then this page is for you.
If Chelsea Heritage Limited manage your property too, then this is also for you!
Parkway Global Limited bought the Freehold for our properties in July 2024.
They appointed Chelsea Heritage Limited (CHL) to act as the Managing Agent.
CHL subsequently use Thames Property Management Limited and Decent Electrical (small Luton based company) to perform much of the maintenance.
There would appear to be a conflict of interest across these companies.
Why are Leaseholders Unhappy
Within 3 months CHL issued a Section 20 Notice requesting £1180 for upgrades, such as painting of porches and CCTV.
The Qualifying Works were mostly items that the Leaseholders welcomed.
Sadly it then went wrong...
- CHL didn't follow the 3 stages of the Section 20 regulations.
- CHL didn't provide the Leaseholders with access to the specification (scope) or the Estimates
- CHL didn't respond to the many questions raised by Leaseholders
- CHL awarded all the Qualifying Works to Thames Property Solutions, which at the time was not active on Companies House
- CHL started the work before completion of any consultation.
Worst still CHL have either failed to carry-out the works or did it so badly that Leaseholders have continued to complain.
When CHL issued the 2024 Account Statement, Leaseholders raised a number of challenges including;
- Why there was an invoice for a full years management fees from CHL, when they had only been in charge 6 months
- Why the 6 months of Invoices from Thames Property Solutions equated to the projection for the full year
- Why Leaseholders had been charged for services that hadn't been delivered, like grass cutting and maintenance.
Leaseholders continue to be very frustrated by the level of service delivered by CHL.
Leaseholders have been taking photographs and speaking to the contractors on site regarding what is being done or in most cases not being done.
There is a lot of evidence.
As of June 2026 the state is under an enforcement order from Lincolnshire Fire & Rescue.
Leaseholders invited LFR to the estate following concerns about the safety of the CCTV installation.
LRF provided a full report with remedial actions which CHL failed to address in a timely manner, resulting in the Enforcement Action.
What Action are Leaseholders Taking
Leaseholders approached the Property Redress Scheme (PRS) to force CHL to address failure to follow the Section 20 regulations and the 2024 Account anomalies.
PRS have limited powers and small cash awards were made for poor communication from CHL. PRS advised Leaseholders to go to First Tier Tribunal for resolution.
Leaseholders of a number of the blocks in the estate have already applied or are in the process of applying for Right to Manage.
As of 2026 Leaseholders are in the process of using Section 24 of the Landlord and Tenant Act 1985 to request the First Tier Tribunal to appoint a new Managing Agent.
